What Is the Quebec Immigrant Investor Program?

Unlike most business immigration programs in Canada, the QIIP does not require you to start or actively manage a business in Québec. It is a passive program — designed for individuals who already have the wealth and management experience to qualify, and who are committed to settling genuinely in the province.

 

Who Qualifies for the QIIP in 2026?

To apply, you must meet all of the following eligibility conditions:

1. Net Worth Requirement

  • You must have a minimum net worth of CAD $2,000,000.
  • The net worth can be shared with a spouse or common-law partner included in the application.
  • Donations received in the six months before the application are excluded.
  • You must prove the lawful origin and accumulation of your assets.

2. Management Experience

  • You need at least two years of management experience.
  • This experience must have been acquired within the five years before you submit your application.
  • Experience in payday loans, cheque cashing, pledge loans, pornographic, or sexually explicit services is not accepted.

3. Education

You must hold a diploma that corresponds, at minimum, to a Québec secondary school diploma, a vocational studies diploma, an attestation of vocational specialization, or a certificate of college studies — obtained before the date of submission.

4. Level of French

You must demonstrate spoken French corresponding to Level 7 on the Échelle québécoise des niveaux de compétence en français (approximately B2 on the European scale, for listening and speaking only).

Accepted French tests include:

  • TCF-Québec, TCF-Canada, and TCF (France Éducation international)
  • DELF and DALF (France Éducation international)
  • TEFAQ, TEF Canada, and TEF (Chambre de commerce et d'industrie de Paris Île-de-France)

Test results must be less than two years old when you submit your application. Certain French secondary school diplomas (from France, the French Community of Belgium, or a French-speaking canton of Switzerland) can also be used to demonstrate proficiency.

5. Attestation of Québec Values

Once your file is opened, you and your accompanying family members must obtain an attestation of learning about democratic values and Québec values within 60 days of being asked.

 

Investment and Financial Contribution

Through a financial intermediary approved by MIFI, you must:

  • Make a five-year term investment of CDN $1,000,000 with Investissement Québec Immigrants Investisseurs inc.
  • Make a non-refundable financial contribution of CDN $200,000.

Both the investment and the contribution must be completed no later than 120 days after the Ministère requests it. The investment is guaranteed by the Government of Québec, and the CDN $1,000,000 principal is reimbursed without interest within 30 days of the five-year term ending.

 

The 12-Month Québec Residency Rule

After receiving a notice of intent to select from Québec, you can apply for a work permit from the Government of Canada within six months. Then:

  • Within two years of receiving the work permit, you must complete a stay of at least 12 months in Québec.
  • At least six of those 12 months must be completed by you as the principal applicant.
  • The other six months can be completed by you or by your spouse or de facto partner included in the application.

Once your stay is complete, you send supporting documents to the Ministère by mail to confirm your residency.

  1. Enter into an investment agreement with an authorized financial intermediary that has signed a participation agreement with MIFI and Investissement Québec Immigrants Investisseurs inc.
  2. Submit your application for permanent selection to MIFI with all required forms and documents.

  4. Complete the investment and the financial contribution within 120 days of being asked.
  5. Receive the notice of intent to select and apply for a work permit within six months.
